Wrong...this is conspiracy talk only.   There is NO FAA statement that backs it up.  The FAA has issued a correction letter stating non TSO'd gear can meet the 2020 mandate, this includes the SV-XPNDR-261 Mode-S Class 1 Transponder (FAA 2020 ADS-B Out compliant in the US), Garmin 796 GPS/WAAS equipped on CTLS products.

From the FAA website:  "beginning on January 4, 2016, the following criteria must also be satisfied in order to receive ADS-B IN services: Broadcast ADS-B with NACp>4, NACv>0, SDA>0, SIL>0, and NIC>4."

 

Only certified position sources generate SIL>0, everything else is SIL 1-4.  

 

Sounds like an FAA statement to me.
