Tom Baker
Your A&P would also need to be a DAR with the proper function code to make the change from SLSA to ELSA. I know it is function 47 to do a ELSA inspection for a RV12, and DAR's with that code are few and far between. If you don't have a DAR with the correct function then you will need the FSDO to come aout and do the conversion.
Acensor
Yeah, AFAIK know only a DAR can APPROVE the re-classification. But on the form that the owner APPLIES for SLSA to ELSA http://www.faa.gov/documentLibrary/media/Form/FAA%208130-6%20OMB%20rev%208-11.pdf there's a space where apparently any A&P ".... BY: (Complete the section only if 14 CFR part 21.183(d) applies) 2 14 CFR part 121 CERTIFICATE HOLDER (Give Certificate No.) 3 CERTIFICATED MECHANIC (Give Certificate No.)" can sign off that "THE AIRCRAFT DESCRIBED ABOVE HAS BEEN INSPECTED AND FOUND AIRWORTHY" .. It appears there's another block where the DAR relies on the above mechanic's certification of airworthness and the DAT certifies that " the aircraft described in Section I or VII meets requirements for THE CERTIFICATE REQUESTED.. .. So seems good to have access to a mechanic with at least recent inspection history of that aircraft thus comfortable signing off the airworthiness part.. ..
