Permission to fly period extension. What's this?

I was poking around on the FDUSA website and came across this (attached).  Some type of "Permission to fly" and transition from PTF to R-TC (left undefined).   Any of you rule junkies know what the heck this letter is talking about?  Seems to be issued after the insolvency, may be unrelated but made me curious to highlight here.

Only affects Europe...apparently EASA requires SLSA manufacturers to have permission to make and sell aircraft then allowed to fly in EU airspaces.

Because of parts and service availability, it's possible a fleet could be grounded, or the authority to fly rescinded.  For that reason this "Service Notification" was issued for the fleet (US?).  It basically says parts and service are available, and the ability to fly should not be impacted.
