Confused about “on condition”

From a practical point, there are really no limitations on my airworthiness cert as to how I operate the airplane day to day.

From a technical / legal point, going experimental cat whether LSA or AB, prohibits flight over densely populated areas with the exception "with sufficient altitude to make a safe emergency landing" stated.  Also, same as any exp aircraft category, overflying or flying to Canada requires SFA (special flight authorization) which is a bit of extra paper work you print and keep with documents, not a big deal.

This is a non-limitation.  Over a densely populated area ("congested") you have to be 1000' above the nearest obstacle within 2000ft, so you're really already there.  And this does not apply during takeoff and landing operations, so yawn.
