They claim most GA aircraft can't suffer the cost of the upgrade. Only 8,800 out of about 240,000 GA aircraft are said to be in compliance as of 1/2015. Especially in the LSA category. If a Predator can put a Rocket through a window in your bedroom , on the basis of a phone signal, I believe the technology exists to have a small portable device, be ADS- B compliant and inexpensive.
